Ontario’s regulated iGaming sector achieved significant milestones in 2025, reaching a total of $4 billion in non-adjusted gross gaming revenue (GGR) and processing nearly $100 billion in wagers. This performance underscores Ontario’s growing dominance in the North American online gambling landscape, fueled by the expansion across online casino gaming, sports betting, and peer-to-peer poker. The numbers reflect a 26% increase in wager volume and a remarkable 34% year-over-year revenue growth from 2024.

Ontario closed 2025 with impressive statistics, reaffirming its status as the most competitive iGaming market in North America. Total wagers for the year amounted to $98.3 billion, representing a substantial 26% increase from 2024. Revenue before taxes surged to $4 billion, up 34% from the previous year, completing the year with a strong financial performance.

The provincial tax intake from this market, based on the 20% iGaming tax rate, is estimated to be around $807 million. Operators were left with roughly $3.2 billion, a figure that has now contributed to a cumulative total of approximately $10.2 billion in operator revenue since the market’s launch in April 2022. Consequently, Ontario’s cumulative tax revenue has reached around $2.04 billion.

Record-Breaking December Marks Strong Finish

The final month of 2025 brought record-setting results. December saw a peak of $9.5 billion in wagering activity, the highest monthly handle since regulation began, marking a 21.5% increase from December 2024. Monthly revenue also set a new benchmark at $425.4 million, reflecting a substantial 57.3% growth year-over-year. This surge in performance continued throughout the fourth quarter, with wagering exceeding $9 billion in October, November, and December.

Player engagement and monetization also saw remarkable improvements. By the end of 2025, Ontario had 1.267 million active player accounts, a 24.5% increase compared to 2024. Revenue per active account climbed to $334, setting a new record and demonstrating strong market monetization.

Casino Gaming Remains the Core of Ontario’s Market

Online casino gaming continued to dominate Ontario’s iGaming sector in 2025. In December, casino wagers accounted for almost 87% of the total $9.5 billion wagered that month. Over the year, the casino segment consistently made up a large portion of the total market handle, ranging between 83% and 89% at its peak.

The revenue share was equally concentrated, with online casinos generating $320.5 million in December alone, or 75% of the monthly revenue. Over the full year, casino products produced over $3.1 billion in non-adjusted GGR, confirming their dominant position as Ontario’s primary revenue driver.

Sports Betting Shows Significant Growth

Although sports betting represented a smaller proportion of the total handle, it closed the year with strong revenue growth. In December, sports betting wagers totaled $1.09 billion, a 4% drop compared to the previous year, but the revenue figures were far more impressive. The segment generated $102 million in November and $99.1 million in December, marking the highest monthly totals recorded in 2025. December revenue was 150% higher than the same month in 2024, largely driven by strong results across major sports leagues.

Peer-to-peer poker remained a niche segment in Ontario’s market, generating just 1.4% of the total handle in December, with wagers reaching $141 million and revenue at $5.8 million. This segment is still limited by Ontario’s provincial liquidity, contributing a small but steady portion of the overall gambling ecosystem.

Market Expansion and Operator Landscape Shifts

By the beginning of 2026, Ontario had 48 licensed private iGaming operators, managing a total of 82 gaming sites. Notably, the year saw several changes in the operator landscape. New entrants included Golden Nugget Online Casino under DraftKings’ separate brand, while other operators such as Fitzdares, Betiton, MagicRed Casino, and the Wildz group exited the market. However, the number of operators may soon rise to 50, as DAZN received approval to launch DAZN Bet in 2026, and other companies like Absolutebet are preparing to enter the market.
